                          HEARING

HB 2023 HD2      RELATING TO AGRICULTURAL INFRASTRUCTUREECD,
WAM     Provides a tax credit for agricultural infrastructure
        investments.

HB 2999 HD2      RELATING TO THE RIGHT TO FARM     ECD, JDC
        Amends definition of "farming operation" to include
        silviculture; permits a finding that a farming
        operation is not a nuisance to be based on substantial
        compliance with pertinent regulations.

HB 2803 HD2      RELATING TO PLANT AND NON-DOMESTIC ANIMAL
QUARANTINE ECD, WAM
        Facilitates the importation of microorganisms by
        deleting the list of prohibited microorganisms.
        Creates a list of select human pathogens that do not
        require a permit to enter the State.  Authorizes the
        Department of Agriculture to determine the risk level

 
        for unlisted microorganism requests.  Authorizes the
        Department to issue an emergency permit for the
        importation of listed and unlisted microorganisms.
        Deletes the repeal of Part V, HRS, pertaining to the
        certified importers of microorganisms.

HB 2404 HD1      RELATING TO AQUACULTURE           ECD, WAM
        Authorizes the Department of Agriculture to establish
        and assess fees for aquatic animal and plant health
        diagnostic services, and to purchase other items or
        services related to aquaculture planning, disease
        management, and the marketing of seafood products.
        Establishes the Aquaculture Development Special Fund.

HB 2997  RELATING TO AQUACULTURE LOANS              ECD, WAM
        Increases the maximum amount of moneys that applicants
        may borrow for class A loans (aquaculture farm
        ownership and improvements loans), class B loans
        (aquaculture operating loans) and class C loans
        (aquaculture cooperative and corporation loans.)
        Extends the loan term for class C loans from three to
        seven years.

HB 2996 HD2      RELATING TO AGRICULTURAL LOANS    ECD, WAM
        Provides agricultural loans to qualified part-time
        farmers.  Reduces the state residency requirements for
        permanent resident aliens seeking financing under the
        State's agricultural loan program.  Enables the
        Department of Agriculture to provide credit to food
        manufacturers located in the State that utilize
        Hawaii-grown agricultural products.

HB 2407 HD1      MAKING AN EMERGENCY APPROPRIATION FOR ECD,
WAM
        THE DEPARTMENT OF AGRICULTURE
        Makes an emergency appropriation and authorizes the
        issuance of general obligation bonds relating to the
        relocation of certain programs within the Department
        of Agriculture.

HB 2406 HD1      RELATING TO AGRICULTURE                ECD
        Allows authorized federal agencies to act on behalf of
        the Department of Agriculture, to a limited extent,

 
 
 
        and enforce statutes and administrative rules
        regarding the movement of restricted items into the
        State or within the State.  Makes housekeeping
        amendments to include the plant and non-domestic
        animal quarantine law under chapter 150A, HRS among
        the chapter to which the DOA's various duties in
        section 141-1, HRS, are directed.
